Within the framework of the “Year of Heydar Aliyev”, with the organizational support of the Ministry of Health and KOBIA, the event “Heydar Aliyev and the private medical sector” was held

Within the framework of the "Heydar Aliyev Year," on November 29, an event on the topic of "Heydar Aliyev and the private healthcare sector" took place at the "Baku House of Small and Medium Business" ("House of SMB"). The event included a meeting with representatives of the Public Association (PA) "Association of Private Medical Institutions." The event was organized by the Ministry of Health and the Small and Medium Business Development Agency (KOBİA) with the support of the National Confederation of Entrepreneurs (Employers) of Azerbaijan (NCEA) and the PA "Association of Private Medical Institutions." Minister of Health Teymur Musayev familiarized himself with the activities of the Baku "House of SMB" and the conditions created here.


Also, the first meeting of the Public Association "Association of Private Medical Institutions" took place. During the event, attended by representatives of government institutions and entrepreneurs in the medical field, current issues of the private healthcare sector and ways to address them were discussed. The participants also exchanged opinions on the activities of the recently established Public Association "Association of Private Medical Institutions."
In his opening speech, Minister of Health Teymur Musayev emphasized that the national leader Heydar Aliyev made an invaluable contribution to the development of various sectors of the republic's socio-economic and political life, including healthcare. He highlighted the Law of the Republic of Azerbaijan dated December 30, 1999, "On Private Medical Activity," which regulates relationships between entities in private medical activity, defining their rights, obligations, and organizational-legal foundations.
Minister Musayev noted that currently, about 1,400 entrepreneurial entities operate in the country's private healthcare sector, including 1,274 outpatient and 110 inpatient medical services. He expressed the Ministry of Health's high regard for the work of medical professionals in both public and private medical institutions.
The minister highlighted the increase in the number of private medical practices and entities, made possible by the support of President Ilham Aliyev to the business sector. The Law of the Republic of Azerbaijan "On Public-Private Partnership," adopted in December 2022, provides prospects for mutually effective activities in the healthcare system. Minister Musayev emphasized that the state support for the private sector not only contributes to the growth of entrepreneurial entities but also ensures regulatory control in this sphere.
Minister Musayev underscored that the "Association of Private Medical Institutions" will unite these entities on a single platform, creating conditions for the timely and accurate conveyance of various issues related to their activities to the relevant central executive authorities.


Chairman of the Board of the Small and Medium Business Development Agency (KOBİA), Orkhan Mamedov, informed the event participants about the agency's regular meetings and public discussions. These gatherings are organized to coordinate the activities of entrepreneurs in the medical business sector, support the development of public-private dialogue, and examine the challenges and suggestions from business entities.
Chairman of the Board of the State Agency for Compulsory Medical Insurance (Agency), Zaur Aliyev, noted that each year the agency's collaboration with entrepreneurial entities engaged in medical activities is expanding. He mentioned that within the framework of compulsory medical insurance, private hospitals perform surgeries and medical services that cannot be carried out in state medical institutions. These services also require special medical equipment and provisions.


In his speech, the President of the National Confederation of Entrepreneurs (Employers) of Azerbaijan (NCEA), Mamed Musayev, emphasized that one of the key contributions of the national leader Heydar Aliyev, within the healthcare reforms, was supporting the implementation of a private healthcare system. According to him, President Ilham Aliyev, a worthy successor to the Great Leader, pays special attention to the development of the healthcare system in our country and significantly contributes to the creation of competitive private medical institutions.
Vugar Gurbanov, the Executive Director of the Association for the Management of Medical Territorial Units (TƏBİB), highlighted that due to extensive healthcare reforms and the establishment of a healthy competition atmosphere between private and state medical institutions, the quality of medical services provided to the population has increased.


At the event, Executive Director of the State Agency for Support to Non-Governmental Organizations, Aygun Aliyeva, also delivered a speech. Gunel Aliyeva, Chairman of the Board of the Public Association "Association of Private Medical Institutions," informed the participants about the association's activities: "The association is established with the goal of enhancing the effectiveness of organizational work in providing medical services, achieving sustainable economic development in this field, and expanding cooperation between entities in the small and medium business sectors operating in both the public and private sectors."


The event featured the screening of the film "Private Healthcare," reflecting the attention and care of the national leader Heydar Aliyev and the President of the Republic of Azerbaijan, Ilham Aliyev, towards the development of national healthcare.


Also, with the participation of representatives from the Ministry of Health, KOBİA, and the "Association of Private Medical Institutions," roundtable discussions were organized, during which answers were provided to entrepreneurs' questions, and suggestions from business entities were heard.
