Who is an specialist-expert?
The aim of the "Regulations on Various Specialized Medical Experts of the Ministry of Health" has been approved to improve public health, enhance the quality of medical care, apply medical technologies considering international experience, prevent diseases, and determine treatment methods. This regulation also defines the "List of Areas Where Various Specialized Medical Experts of the Ministry of Health Operate."
The responsibilities of specialized medical experts include:
- Developing strategies aimed at advancing the respective field of medicine to improve the quality of modern medical services and ensure the population's sanitary and epidemiological well-being.
- Preparing normative documents and professional medical standards in line with the direction of activities.
- Participating in the study of new medical technologies and their practical implementation.
- Preparing annual analytical materials on public health conditions, medical care for the population, application of medical technologies, disease prevention, diagnostic and treatment methods, medical rehabilitation, and ensuring the provision of medical devices in compliance with the rules for providing medical care in medical institutions, as well as other problematic issues and their possible solutions.
- Preparing methodological instructions for the coding procedure and determining the cause of death in the respective field.
- Analyzing information on the state of the relevant medical field, the organization of healthcare, the application of medical technologies, disease prevention and treatment, diagnosis, and treatment methods, learning from local and foreign experience in the field of medical rehabilitation.
- Participating in the preparation of model job instructions for employees in medical institutions working in the fields of medicine, pharmacy, and other specialties.
- Providing methodological support to medical institution employees through telemedicine technologies.
- Conducting investigations within one working day at the administrative building of the Ministry of Health and preparing an opinion for submission to the relevant official (curator) of the Ministry on complex or controversial situations arising in state and non-state medical institutions based on an official request.
- Providing organizational, methodological, and consultative assistance to healthcare institutions.
- Participating in the inspection of the activities of medical institutions based on the Ministry's instructions and making proposals to improve the institution's activities in their field of expertise.
- Participating in providing proposals related to ensuring the medical institutions' staffing with relevant specialists, preparing primary (base) higher education and residency training programs.
- Actively participating in the commission's activities and fulfilling the Ministry's instructions.
- Submitting requested information or documents to the Ministry.
- Preparing interim and annual reports on completed tasks and sending them to the curator.
Specialized medical experts are appointed by the Minister of Health for a period of three years based on a written consent in the respective field.
