Compulsory health insurance as a form of social protection of the population, legal, economic and organizational measures of the state that ensure the provision of primary health care services, emergency and urgent medical assistance, as well as medical services to the insured within the conditions stipulated in the service envelope, at the expense of the financial sources of compulsory health insurance. is aggregated.
The purpose of the compulsory medical insurance system is to improve the existing financing mechanisms in the field of health care on a new economic basis, to further improve the quality and availability of medical services provided to the population.
From January 1, 2020, the country-wide implementation of compulsory health insurance began. From April 1, 2021, the compulsory health insurance system covers the entire territory of the country.
Services Envelope
Services Envelope is a set of medical services provided to insured persons at the expense of financial sources of compulsory medical insurance in the appropriate type, volume and conditions.
Within the framework of compulsory health insurance, citizens can obtain the following services:
- Urgent and urgent medical care;
- Primary medical and sanitary assistance;
- Outpatient service;
- Stationary service;
- Functional-diagnostic and laboratory examinations;
- Physiotherapy services;
- Surgical operations (including vital, high-cost operations);
The medical services and tariffs included in the Service Envelope were approved by the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan dated August 4, 2023 No. 263. The number of medical services included in the Service Envelope of compulsory medical insurance is 3315.
