The Ministry of Health continues its measures related to the implementation of the Digital Health Ecosystem, which is a product of the demands of the modern era and innovative thinking within the national healthcare system. In this regard, on January 16, the ministry held a presentation on the project "Digitization of the Pharmaceutical Sector within the framework of the transformation of the healthcare system."

The event was attended by Andrey Sipilin, Assistant to the President of the Republic of Azerbaijan and Director of the Military-Technical Supply Issues Department of the Presidential Administration, members of the Health Committee of the National Assembly, as well as representatives from the Ministry of Economy, the Ministry of Health, the Ministry of Digital Development and Transport, the Ministry of Labor and Social Protection of the Population, the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan ("ASAN Service"), the State Agency for Compulsory Medical Insurance, the Management Union of Medical Territorial Divisions ("TƏBİB"), the Public Union of Pharmacists Club, leaders of large pharmaceutical networks, private clinics, and Central District Hospitals.

The main goal of the Digital Health Ecosystem is to ensure accessibility for citizens to quality, safe, and reliable healthcare services. The development of the Digital Health system will integrate detailed information about citizens' health histories, including diseases and modern treatment methods, into a unified digital platform, providing online accessibility for all medical institutions.

During the public presentation, a video presentation on digital health was initially showcased.

The Health Minister Teymur Musayev, emphasizing the implementation of a socially-oriented policy in Azerbaijan under the leadership of President Ilham Aliyev, stated in his opening remarks: "Over the past 20 years under the leadership of the head of state, the acceleration of the transition to a digital government and the implementation of consecutive measures on economic diversification have contributed to our country being recognized as a leading voice in the region."

The minister highlighted those digital technologies, by providing information to healthcare service providers and patients, elevate doctor-patient relationships to a different level, stating: "Within the framework of the digital transformation of healthcare from 2023, the Ministry of Health is implementing the 'Electronic Epicrisis' information system. The Electronic Epicrisis system ensures the creation of a unified register of extracts from citizens' medical histories, allowing for the search of individual health information and the preparation of documents in a standard format."

"Today, the Ministry of Health is presenting the Electronic Prescription system, mobile application, and the 'Monitoring and Tracking System.' Both information systems have been prepared in accordance with the additional provisions and changes made to the 'Law of the Republic of Azerbaijan on Medicinal Products' within the framework of the digitization measures in the pharmaceutical sector. In the future, the digital transformation of healthcare measures will continue to increase satisfaction with state services and ensure the provision of quality medical services," concluded Teymur Musayev.

Speaking at the presentation, the advisor to the Minister of Health, Rufat Hacialibeyov, stated that one of the main goals of digitizing healthcare is to integrate medical information into the decision-making process during treatment, centralizing them in a unified healthcare information system. This, in turn, enhances the quality of services provided by healthcare professionals and ensures seamless access to information. "The implementation of the digital health strategy will shape a digital health ecosystem in our country that supports modern technologies and innovations. This will enable the protection of public health, the application of a healthy lifestyle, the use of preventive technologies in disease prevention, and increased accessibility to high-quality healthcare services tailored to the needs of each citizen," emphasized the advisor to the Minister of Health.

During the event, Yusuf İzzet Akay, the consultant of "TCHealth Information Technologies Ltd" (Turkey), and Uzeyir Qurbanlı, the chief consultant on the e-prescription project of the Ministry of Health, also made presentations.

Within the framework of the event, video presentations on digital health and "E-prescription" were showcased. The Electronic Prescription system is a platform designed to manage prescriptions electronically for physicians, patients, and pharmacists. At the same time, E-prescription ensures accessibility to citizens' medical information, facilitating more effective service delivery by healthcare professionals.
