Order of the Ministry of Health No. 45 of June 20, 2017 approved the “Temporary rules for advanced training of doctors.” These Rules regulate the process of continuous medical education of doctors engaged in practical medical activities in order to ensure the provision of quality medical services to the population.
Continuing medical education is an educational process aimed at developing the knowledge, skills and professional abilities of doctors engaged in practical medical activities, starting from the date of issue of the document confirming higher medical education and continuing the period of the doctor’s professional activity.
Continuing medical education is carried out jointly or separately using advanced training courses and system fees, and the calculation of the required amount is carried out through loans for additional medical education. Advanced training courses are conducted by the Azerbaijan State Institute for Advanced Training of Doctors named after Aliyev in full-time and remote form. The collection system is implemented through the participation of a doctor in educational or scientific activities in continuing medical education, accredited in the country or abroad, collecting credits through scientific, pedagogical, and independent activities.
The first 5 years of the introduction of continuing medical education (2018-2022) are considered a transition period. The transition period is aimed at preparing the medical community to effectively implement continuing medical education. During the transition period, the physician must obtain a minimum of 48 continuing medical education credits through continuing education courses and/or fee system methods for each year of the certification period (for a period of 5 years from the date of issuance of the physician's certification).
During the period of certification for additional medical education, the doctor’s activities are carried out on the basis of an individual professional development plan developed by him for the next reporting year and reflected in the annual report on professional development after the end of the reporting year.
By decision of the Scientific Medical Council of the Ministry of Health of the Azerbaijan Republic dated September 27, 2017 No. 25, the “Rules for the accreditation of scientific and educational activities in continuing medical education” were approved. “Rules for the accreditation of scientific and educational activities in continuing medical education” regulate the accreditation of educational and scientific activities and continuing medical education programs conducted by healthcare institutions, scientific and educational institutions, professional societies and other institutions and organizations of the Republic of Azerbaijan. These Rules define the criteria for accreditation of events.
Accreditation of events consists of determining their compliance with the criteria set out in the “Rules for the Accreditation of Scientific and Educational Events for Continuing Medical Education” and awarding these events the appropriate number of points, which is carried out by the Scientific Medical Center. Events held in the Republic of Azerbaijan or abroad by UN organizations, organizations and enterprises accredited to the WTO at the international level, directly or by their organization, are recognized as WTO events accredited by the Ministry.
