Anar Maharram oglu Bayramov

Anar Maharram oglu Bayramov was born in 1975.

He began his professional career in 1994 as a nurse in the Toxicology Department of City Clinical Hospital No. 1, where he worked until 1997. In 1997, he graduated with distinction from the Azerbaijan Medical University with a degree in General Medicine. During his studies, he was awarded the academic scholarship named after Mirgasimov. He subsequently completed his clinical residency and postgraduate studies at the University's Department of Internal Medicine and Reanimatology. In 2003, he obtained a PhD degree in Medical Sciences.

In 2006, he graduated with distinction from the Azerbaijan State University of Economics, earning a master's degree in Economics and Management.

He began his career as a physician at MediClub Clinic in 1998, where he worked until 2003.

From 2002 to 2021, he held various senior positions at A-Group Insurance Company, including Chief Medical Expert, Deputy General Director, General Director, and Chairman of the Management Board. During this period, he was involved in the establishment and development of the insurance company, the creation of a voluntary health insurance system, and the development and implementation of a growth strategy based on international best practices.

Alongside his professional activities, from 2003 to 2020, he worked as an Assistant Professor at the Department of Internal Medicine and Reanimatology of Azerbaijan Medical University. He delivered lectures and conducted practical classes for students, including those enrolled in the English-language programme.

In 2021, he served as Adviser to the Minister of Labour and Social Protection of the Population of the Republic of Azerbaijan. From 2021 to 2025, he was Chairman of the Management Board of the State Agency for Medical and Social Expertise and Rehabilitation under the Ministry.

During his tenure at the Agency, he oversaw the introduction of new internationally aligned criteria for disability assessment, the organisation of final medical assessments of conscripts, the production of rehabilitation equipment and high-tech prostheses, and the provision of such equipment to persons with disabilities and war veterans.

By Order of the President of the Republic of Azerbaijan dated 17 April 2025, he was appointed Deputy Minister of Labour and Social Protection of the Population of the Republic of Azerbaijan. In this capacity, he oversaw the activities of the State Agency for Medical and Social Expertise and Rehabilitation, the DOST Agency, and the Disability Policy Department. He also served as a member of the Central Conscription Commission for compulsory military service and the Supervisory Board of the Management Union of Medical Territorial Units (TABIB).

On 14 April 2026, by a decision of TABIB's Supervisory Board, he was appointed Executive Director of the Management Union of Medical Territorial Units (TABIB).

During his tenure as head of TABIB, he worked to improve the organisation and management mechanisms of medical services, advance the digitalisation of healthcare services, strengthen the availability of medical personnel in the regions, and introduce incentives to improve the remuneration and motivation of healthcare professionals.

By Order of the President of the Republic of Azerbaijan dated 19 October 2026, he was appointed Minister of Health of the Republic of Azerbaijan.

From 2006 to 2014, he served as Chairman of the Medical Insurance Committee of the Azerbaijan Insurers Association. From 2012 to 2017, he was President of the Caspian-European Finance Club, and from 2017 to 2020, he headed the Insurance Committee of the Caspian-European Club. Since 2023, he has served as Chairman of the Azerbaijan Deaflympic Committee. Since 2025, he has been a member of the General Assembly of the National Olympic Committee of the Republic of Azerbaijan.

He is the author of more than 20 articles and two innovation proposals. He has participated in numerous international seminars and professional development programmes in the fields of finance, insurance, medicine, and healthcare reforms.

He speaks Russian and English.

He is married and has two children.
